Returns an array representing a linear polynomial.
Parameters: - 
           
off, scl : scalars - 
           
The “y-intercept” and “slope” of the line, respectively.
 
Returns: - 
           
y : ndarray - 
           
This module’s representation of the linear polynomial
off + scl*x.
