EvEmbed::createStopped — Create stopped EvEmbed watcher object
Description
final public static EvEmbed::createStopped( object $other , callable $callback = ?, mixed $data = ?, int $priority = ? ): void
The same as EvEmbed::__construct() , but doesn't start the watcher automatically.

Returns stopped EvEmbed object on success.
